This is a Rotary Coolant Adapter made by Allied. It fits holders that have a 3/4" shank.

:This holder rotates while this is stationary with a coolant line,attatched to it feeding coolant into the center in the holder. Coolant flows threw the center of the holder and exits out onto the cutting spade.
