There are 2 lights - bulbs not included. 1 light is missing the safety hook for hanging and 1 has a crack/ hole in the light cover as shown in the picture.
There is also a ballast only - no reflector, cover or bulb. BL-A400H8-WH (shown in picture in box)
They have been tested and are in working order.
